Extreme Poverty of the Individual as a Constitutional Category

The project aims to examine the relationship between poverty and human rights, as well as to define the obligations of public authorities regarding the rights of people living in extreme poverty, which in the long run may contribute to improving their living conditions. The research has been divided into four stages. The first stage aims to define the essence of the phenomenon under study based on the achievements of social sciences, in particular social policy, economics, history, and sociology. In the second stage, actions aimed at eliminating poverty reflected in public international human rights law, as well as the law of other countries, will be analysed. The third stage of research focuses on the Polish constitutional order. The research conducted at this stage aims to determine the constitutional standard for the protection of the rights of people living in poverty. Finally, in the fourth stage, the previously established standard of human rights protection will be confronted with Polish legislation to identify potential deficits and propose necessary normative solutions. Research on the link between poverty and human rights, despite growing interest in this topic among academics worldwide and actions taken at the international forum in the area of poverty alleviation, has not yet been conducted in Poland. The research carried out within the framework of this project could fill this gap, as well as significantly influence the development of human rights science and constitutional law.
